The principal functions of the Finance Committee are to serve as trustees for the management of the District's surplus funds, to develop and present the annual District budget, to do (or arrange for) an annual audit of the District funds, and to advise the District Governor from time to time, as needed or requested, concerning the appropriateness of proposed expenditures, the proper budgetary classifications of receipts and expenditures, or other matters pertaining to District finances. For several years, it has been the policy of the Finance Committee to maintain a balance of surplus funds that approximate the total of the annual District Budget. These funds are maintained for use in the event of an emergency and the interest earned may be added to the surplus funds or included in annual budget.
